Huawei and Telecom Italia Further Collaboration on Network Innovation
On 16th Dec 2008, Huawei and Telecom Italia jointly held Network Innovation Center (NIC) agreement signing ceremony in Rome, 70 people attended the event. Mr. Franco Bernabè, new CEO of TI, went to conference before the right beginning of event. Mr. Nocentini, Head of Network Division of TI, H. E. Yuxi Sun, Chinese Ambassador to Italy, Mr. Baldoni, Head of Info System, Municipality of Rome, Mr. Valori, Honorary President of Huawei Italy, Mr. Luini, Managing Director of China Italy Foundation and William Xu, EVP & CMO of Huawei, made speeches. Edward Zhou gave an overview of Huawei’s Product Strategy & NIC.
A Network Innovation Centre (NIC) is to setup for research projects on green ultra-broadband network (FTTx, xDSL, IP Microwave, etc.), Quality of Services/ Experience, Fixed Mobile Convergence, etc. to provide more applications and better experience to end users. In addition, new ideas and solutions will be invented to save energy and reduce CO2 emission. This will bring significant economic and social benefits, protect environment and contribute to mitigate global warming issue.
Huawei will collaborate with Telecom Italia closely to provide rich services and seamless communication for the society, enhance Telecom Italia competitiveness, contribute to the local industry, and enrich people's lives through communication.

Abstract of the paper: This article gives an overview of the framework for supporting QoS resource management and control in NGN networks, namely the International Telecommunication Union-Telecommunication Standardization Sector (ITU-T) Resource and Admission Control Functions (RACF) functional architecture. Alternative architectures addressing similar requirements, e.g. ETSI TISPAN RACS, 3GPP PCC are referred and a brief comparison of these architectures is introduced. Furthermore, we provide some research issues on the NGN bearer services based on RACF solutions and point out the key for optimized Quality of Service (QoS) resource management and control scheme for converged networks.
